This research addresses the issue of veterans in general and veterans experiencing homelessness keeping in mind the Iraq and Afghanistan wars. It looks at various programs created to serve veterans experiencing homelessness by Congress of which most of them are funded through the Veterans Health Administration of the Department of Veterans Affairs (VA). In November 2009, the VA announced a plan to end homelessness within five years.
