Some groups are more susceptible to episodes of homelessness than others, and often require unique or targeted interventions. These programs and policies must be culturally adept, or risk clients leaving the program and returning to the street. They must also take into consideration the way that the specific needs of the target population must be reflected in the accommodation and supports that will help them, which may vary greatly from what types of accommodations and supports are appropriate and effective for other target populations. 

This flexibility doesn't extend only to issues of cultural sensitivity, however; it also includes issues of responding to cognitively impaired individuals, individuals with disability, and individuals with medical issues that require special care.
